Short answer

Smart Bidding sets a bid for every auction from signals you can't see, and it learns from your primary conversions, so protect the data and judge it over conversion cycles, not days. Google's 2026 help page is clear about what does and doesn't trigger learning, which removes a lot of folklore.

Key takeaways
  • Learning status shows for up to 7 days after a new strategy, a composition change or a conversion goal change.
  • Budget, target, creative and targeting changes do not trigger Learning status.
  • Judge performance after 1-2 conversion cycles, over at least 2 cycles or 2 weeks, whichever is longer.
  • Seasonality adjustments are for short events (1-7 days) with a big expected change in conversion rate.
  • Data exclusions tell bidding to ignore clicks affected by broken tracking. Don't undo them once set.

01What triggers Learning?

ChangeLearning status?
New or reactivated bid strategy, or new portfolio strategyYes, up to 7 days
Adding or removing campaigns, ad groups or keywords from a strategyYes
Significant change to conversion goals or actionsYes
Budget changeNo
Target CPA or ROAS changeNo, but performance converges over the conversion cycle
New ads or assets, location or audience changesNo

Google also says Smart Bidding never starts from scratch if the account has conversion history; it uses query signals and past campaigns. And secondary metrics such as CPC or CTR may move as it chases the primary goal.

02How long should you wait before judging?

Google's guidance: allow 1-2 conversion cycles to converge, then evaluate over 2 conversion cycles or 2 weeks, whichever is longer, allowing for conversion delay. If your demo-to-lead lag is 10 days, a one-week read is noise.

03When do you use seasonality adjustments?

Only for short events where you expect conversion rates to change a lot, such as a 3-day sale. Google says they suit events of 1-7 days and may not work well beyond 14 days. They work with Target CPA and Target ROAS on Search, Shopping, Demand Gen and Display, and with all strategies on Performance Max.

04When do you use data exclusions?

When conversion data was wrong: a tag removed by a site release, an outage, a broken upload. Go to Tools → Budgets and bidding → Adjustments, then Exclusions. Rules from Google's page worth memorising:

  • Exclusions work on clicks. Start the range early enough to cover your conversion delay. Google's example: an upload problem from 15 to 18 October with a 5-day delay means excluding 10 to 18 October.
  • Aim to exclude at least 90% of affected clicks.
  • Apply quickly, and don't remove an exclusion later, even after fixing the data.
  • Reporting still shows the conversions; only bidding ignores them.

Our view: most "Smart Bidding doesn't work" complaints are really "we changed the goal three times in a month". Make one change, wait two cycles, read the result.

05What triggers learning, and what doesn't?

ChangeLikely to trigger learning?Note
New bid strategyYesExpect up to about 7 days
Changing the target CPA or ROAS a lotYesMove in smaller steps
Changing which conversions are primaryYesDo it once, deliberately
Budget changeNo (Google says budget changes don't trigger Learning status)Still affects volume
New ad or keywordUsually not on its ownLarge batches can shift performance

Learning status is a label, not a penalty. Performance can wobble while it shows; judge results after it clears and over a full conversion lag.

06Seasonality adjustment or data exclusion?

SituationToolWhy
A sale or event of 1-7 days where you expect conversion rates to jumpSeasonality adjustmentTells Smart Bidding to expect the change
Conversion tracking broke for some daysData exclusionTells Smart Bidding to ignore those days
A longer seasonal pattern (a whole quarter)NeitherSmart Bidding already learns seasonality
Site outage during a campaignData exclusionThe data doesn't represent normal performance

07How do you set a data exclusion, step by step?

  1. Go to Tools → Budgets and bidding → Advanced bid controls (labels vary) and open Data exclusions.
  2. Create a new exclusion with the date and time range of the issue.
  3. Choose scope: the campaigns or campaign types affected.
  4. Widen the range by your conversion delay. Google's example: an issue from 15 to 18 October with a 5-day conversion delay means excluding 10 to 18 October.
  5. Save, and record the reason in your change log.

For planned outages, set the exclusion in advance. Google says future exclusions take effect within about a day.

08Troubleshooting Smart Bidding

SymptomCheckFix
CPA rose after switchingIs it still in learning, and has a full conversion lag passed?Wait before judging
Spend dropped sharplyIs the target too strict?Loosen the target in steps
Conversions spiked overnightDuplicate primary actions (lessons 3, 6)Fix the conversion setup, then add a data exclusion
Bidding chases low-value leadsPrimary action is a micro conversionMake a qualified outcome primary (lesson 4)

09Practitioner hacks for Smart Bidding

  • Change targets in steps. Small moves give Smart Bidding a chance to adjust without a large swing.
  • Judge over the conversion lag. If most leads convert within a week of the click, a three-day read is too early.
  • Use portfolio strategies when several small campaigns share the same goal, so they learn from pooled data.
  • Keep a calendar of planned events (sales, launches, outages) so you set seasonality adjustments and exclusions in advance.
  • Don't stack changes. A new bid strategy, new conversions and a budget cut in one week make results impossible to read.

10Questions to ask before changing bidding

  1. Is the primary conversion a real business outcome?
  2. Is the campaign limited by budget?
  3. What's the conversion delay?
  4. What other changes are planned in the next two weeks?

11A 30-minute audit for this lesson

  1. List bid strategies per campaign and targets.
  2. Check learning status and recent changes.
  3. Find the conversion delay for your main conversion.
  4. Check for past data exclusions and seasonality adjustments.
  5. Check whether primary conversions are real outcomes.
  6. Plan any target change in small steps.

12Key terms

TermMeaning
Learning statusA label showing Smart Bidding is adjusting after a change
Target CPABid strategy aiming for an average cost per conversion
Target ROASBid strategy aiming for a return on ad spend
Seasonality adjustmentTells bidding to expect a short conversion rate change
Data exclusionTells bidding to ignore data from a broken period
Portfolio strategyA bid strategy shared across campaigns

13Common scenarios and fixes

CPA doubled the day after a target change. Diagnosis: Learning status after a large target move. Fix: Wait a full conversion lag; next time move the target in smaller steps.

Conversions doubled overnight. Diagnosis: A duplicate tag fired twice. Fix: Fix the tag, then add a data exclusion for the affected period.

A Black Friday sale underdelivered. Diagnosis: No seasonality adjustment for a short event where conversion rates jump. Fix: Set a seasonality adjustment for the sale days next time, in advance.

14Worked example: Ledgerline's tracking outage

Ledgerline is a fictional accounts-payable software company. Details and numbers are illustrative.

A Ledgerline site release removed the demo-form tag on a Tuesday; it was found and fixed on Friday. With a typical 4-day lag between click and demo, the team excluded the previous Friday to the fix date for all Search and Performance Max campaigns, lowered nothing, and left the exclusion in place. Demo reporting still showed the dip, which they annotated for the monthly review.

Walkthrough: a broken form

  1. Ledgerline's form plugin update stopped the conversion tag firing from Tuesday 09:00 to Thursday 17:00 CET.
  2. The team checked their conversion delay: most leads converted within 3 days of the click.
  3. They created a data exclusion from Saturday 09:00 to Thursday 17:00 for the non-brand Search and Performance Max campaigns.
  4. Fixed the tag and checked it in Tag Assistant before the exclusion ended.
  5. Logged the incident and added a weekly tag test to the review routine (lesson 20).

15Try it yourself

  1. List every change in the last 30 days that could have triggered learning.
  2. Find your typical conversion delay in the Days to conversion report.
  3. Write the data exclusion you would set if tracking broke yesterday for 6 hours.

16Quick quiz

1. How long can the learning period last?

Answer: Up to about 7 days, according to Google.

2. Which event length suits a seasonality adjustment?

Answer: Short events of 1-7 days.

3. Do budget changes trigger Learning status?

Answer: No, according to Google.

17What should you check before the next lesson?

  • Find your average conversion lag for each primary action.
  • Check whether any strategy shows Learning and what caused it.
  • Write a one-line rule for your team: how long to wait before judging a change.
  • Put upcoming site releases in the calendar with a planned data exclusion.

Next: Budgets, pacing and campaign total budgets. Or return to the Google Ads for Marketers track.

18Common questions

How long does Smart Bidding learning last? Google says the Learning status never lasts more than 7 days, and that performance typically converges within 1 to 2 conversion cycles.

Do budget or target changes trigger learning? No. Google says changes to budgets, targets, creatives or targeting settings take effect in the next auction and never trigger Learning status.

When should I use a data exclusion? When conversion tracking broke: a removed tag, a site outage or a failed upload. Exclude the clicks that could have been affected, including the conversion delay.
